The economically disadvantaged and WUI-designated Rock Creek community has relied on a water system that is old, failing, and in need of repairs. The 60+ year old residential water system has been managed by a Mutual Water Company and supply infrastructure is known to be leaking. The community has been unable to identify the leaks but water loss in the system is suspected to be high. The community needs technical assistance to locate and assess leaks within the system and would benefit from learning methods for locating future leaks on their own. Additionally, the community would benefit from guidance on institutional options for managing and maintaining water supply and infrastructure.

Rock Creek Mutual Water Company (RCMWC) is seeking technical assistance to assess the community water supply infrastructure, locate and quantify leaks, and, if feasible learn how to detect and locate future leaks on their own. RCMWC would also benefit from an evaluation of institutional options available that could benefit the management of the water supply system - such as an affiliation with a nearby water district or other options. Project components are: 1) a leak detection study with opportunity for RCMWC to understand how to better detect and quantify future leaks; 2) a summary report of study findings to allow planning for upcoming capital costs and maintenance requirements to remediate water loss in the system; 3) as feasible, an overview of options for managing the water supply system at Rock Creek.
